Launched in 2008 by the National Emergency Crisis & Disaster Management Authority (NCEMA) the Crisis and Emergency Management Conference (CEMC) returned to the Fairmont Bab Al Bahr Hotel in Abu Dhabi on January 16-17, 2012 with its third edition (CEMC 2012). CEMC 2012 was organized by the Institute for Near East & Gulf Military Analysis (INEGMA) for the very first time and reflects the consolidating position of INEGMA as the leading organizer of high-level conferences in the UAE with a multiplicity of government partners. On its first day, the conference gathered around 600 participants and around 450 participants on its second day. The conference raised awareness and educated national crisis management communities and their partners in the UAE and GCC of the systems and processes to be employed during potential crisis scenarios. By drawing on expert insights from thought leaders and subject matter authorities from around the world, CEMC 2012 kept its participants at the cutting edge of the conceptual and practical aspects of responding to a plethora of potential large-scale emergency situation challenges.

The CEMC 2012 agenda explored the following topics: Measuring Success in Coordinating Humanitarian Relief Operations- Latest Lessons Learned, Managing Natural Disasters; Challenges and Lessons Learned, Responding to An Escalating Crisis – Lessons Learned from Australia’s Flood Response in 2011, National Emergency Plan for the Telecommunications Sector, Measuring Resilience - Community Subsystems and their Ability to Withstand Disasters, Mechanisms to Measure the Effectiveness of Crisis Response Plans, Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters, Crisis Management of Korea's Nuclear Power Plants, The Role of Numerical Models in Predicting Natural and Nuclear Disasters, Effective Urban Search & Rescue- Capitalizing on Interoperable GIS Technology, The Role of Information in the Current Operating Environment, UAE's NSDI and its Applications in Emergency and Disaster Management, Understanding the Evolving Role of Social Media in Crisis Management, in addition to two workshops on: From Hurricane Katrina to Deep-Water Horizon: Managing Catastrophic Events through Unity of Effort and Facilitating Greater Business Continuity Planning through Enhanced Public-Private Sector Co-operation.

CEMC 2012 succeeded in delivering the latest insights on international best practices informed by lessons learned from recent operations to assist in the alleviation, preparation, response to and recovery of emergency situations. A number of networking sessions at CEMC 2012 further enabled peer-to-peer discussion amongst the crisis and disaster management community at the international level to enable global perspectives on issues of professional interest.

Since the foundation of the UAE under the leadership of late Sheikh Zayed Bin Sultan Al Nahyan, our wise leaders followed a humanitarian and peaceful approach in people’s various issues and crisis irrespective of their religion, color, race or nationality. Sheikh Zayed’s predecessor is still on the same vision and interest in facing what humans suffer from and face in terms of danger, crisis and disasters. H.E. added: “We are pround that the UAE is in the front row at relief duties towards the people, the groups and the countries that were affected by these tragedies, which are either natural or human caused. NCEMA and with the support and follow up of His Highness Sheikh Hazza bin Zayed Al Nahyan, National Security Advisor and Chairman of NCEMA’s Board of Directors, is working on establishing the concepts of community response and its education and the dissemination of its method in the face of risks that might occur. His Excellency Dr. Abdul Latif Bin Rashid Al Zayani, Secretary General of the Gulf Cooperation Council delivered a keynote speech in which he stated that the priorities of the GCC are represented in five main objective strategies. The first is the immunization and protection of the GCC states against all threats and risks, whether external aggression, terrorism, organized crime, vandalism or other dangers. The second strategic objective is to achieve a sustainable economic growth where the GCC states have embarked in the planning and establishment of joint projects such as the Gulf common market, the customs union, the monetary union, the establishment of a GCC railway network, the link of electricity networks in addition to other vital strategic projects.” The third strategic objective according to Al Zayani is the human development and to rise with the human capacities and achieve our people’s needs and ambitions. Dr Al Zayani added: “The fourth objective, which is taken very seriously by all the GCC members, is to emphasize the awareness on the crisis, emergency and disaster management.” The fifth and final strategic is the reinforcement of the GCC presence on the international level. Dr. Hamza stressed on the importance of preparing plans to deal with the challenges faced by countries in the region, notably the Arab-Israeli conflict, the spread of nuclear weapons, the conflict for control of the vital waterways, the scarcity of food and water, technological war and other related challenges.

First Plenary Session: Crisis Management Coordination and Cooperation

The First Plenary Session featured four speakers. Mr. AmjadA bashar, Head of the Regional Office for Arab States at the united Nations International Strategy for Disaster reduction, examined “Hyogo framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters.” Abashar asserted that: “Disaster Risk Reduction (DRR) aims to reduce the damage caused by natural hazards like earthquakes, floods, droughts and cyclones, through an ethic of prevention.” He added: “Disasters caused by vulnerability to natural hazards kill more people in developing than in developed countries, and disaster-related economic losses, measured against a country’s wealth are much larger in poor countries.”

Mr. Kyung-Soo Han, Vice President and Head of Emergency Management office of Korea Hydro & Nuclear Power, gave a presentation entitled: “Crisis Management of Korea’s Nuclear Power Plants.” Han briefed about the crisis and disaster type, the emergency response system, nuclear security post-Fukushima crisis management and Korea’s effort to enhance nuclear security stating: “Seoul Nuclear Security Summit will be held on March 26-27, 2012 where 200 participants at CEO level will be present. Mr. Ahmed Awad Al Katheri, Head of Prevention Section at NCEMA, had a lecture on “The role of Numerical Models in Predicting Natural and Nuclear Disasters.” Al Katheri stated: “A huge amount of money and tremendous efforts is exerted by the global community to increase the global awareness and preparedness. The objectives of the numerical modeling roles in crisis management are to spotlight on the vital positive impacts that scientific modeling could have in crisis management through monitoring, predicting, etc. and to point out the difficulties facing the modeling researches throughout the region.”

The final speaker of the first plenary session, Captain Ramiro Galvez, Station Commander at the Fairfax County Fire and Rescue Department and member at the Disaster Assistance Response Team (DART), United States. Second Plenary Session: The Information Environment

The Second Plenary Session featured three speakers. Mr. Khaled Khalifa, Head of Middle East and Asia Bureau at the Integrated Regional Information Network, delivered a speech on: “The Role of Information in the Current Operating Environment.” Mr. Khalifa argued that humanitarian actors need to share information for the reason to reduce duplication of efforts, improve the effectiveness of information flow between humanitarian actors and improve the humanitarian response. He added: “There is a need to institutionalize information sharing into the humanitarian response. It cannot be effective without global/regional recognition that Information Management is a key underlying component of humanitarian operations and integration of information management into preparedness and response.”

Mr. Hashem Mohammed Al Hashemi, Head of GIS Sectionat NCEMA briefed about: “UAE’s NSDI and its Applications in emergency and Disaster Management.” Al Hashemi argued: “NCEMA’s mission is to enhance the capabilities of the United Arab Emirates to manage and respond to crisis and emergencies in order to save lives and preserve property, while ensuring business continuity and immediate recovery through preparedness and joint planning, using all means of coordination and communication between the federal, local and private sectors.”
